New build comes out cheaper in every municipality where both tables are published, but that does not mean a new apartment costs less today. The cadastre registers investor sales from pre-sale agreements signed when building permission was granted, so the price can have been agreed years earlier. In a market rising 17-25% a year, that alone explains most of the gap.
